That was amazing. The artist is incredibly talented to paint the Mona Lisa with Microsoft Paint. If He/she could do that with a computer, he must have traditional skills also. It just takes experience to layer any kind of paint to build a master piece like that. I've worked with several graphic art programs, and I think the computer is harder than a pencil and paint brush - especially from scratch. If he was painting on top of a photo, then I might say the computer makes it easier.
