Cliche: "Blood is thicker than water." Agree OR Disagree?

OK - I'm sure most of us have heard the saying ----> "Blood is thicker than water." What I've always understood this to mean is - that will "friends" (water) is important... On just cannot do without "family"

Meaning "family" is more important than "friends"
